WHAT IS THE PURPOSE OF THE PPP CENTRE?

The Public-Private Partnership Centre (PPPC) in Tanzania serves as the central facilitator for the development and execution of PPP projects across various sectors. The primary mission of the PPP Centre is to facilitate and optimise Public-Private Partnerships in the Country by promoting and coordinating PPP projects to deliver public infrastructure and related services.

The PPPC develops operational guidelines and manages the procurement processes for PPP projects, ensuring they are transparent, fair, and cost-effective. Additionally, the PPPC works to integrate PPPs into sector strategies and plans of ministries, departments, agencies, and local governments, ensuring these projects complement larger sectoral goals.

The PPPC has many facilitation tasks, such as providing essential technical assistance and advisory support for PPP projects. The Centre assists various stakeholders, including government entities and the private sector, in project identification, feasibility studies, and overall management of the PPP lifecycle. This assistance also includes capacity building and public awareness by designing and implementing programs to educate public and private sectors about PPPs.

Alongside this, the PPPC manages fiscal risks and other financial matters, assessing the financial viability of projects, advising on financial structures, and ensuring the sustainability of the financial implications of PPP projects.

The Centre also facilitates negotiations between private investors and public entities, ensuring these projects undergo a rigorous assessment process to maximise public benefit, whether projects are solicited or unsolicited (privately initiated and proposed by the private sector). The PPPC's involvement in unsolicited proposals is particularly noteworthy. The PPPC plays a key role by facilitating the review of these proposals to ensure they align with national priorities and meet criteria outlined in the legal framework.

Another core function of the PPPC is resource mobilisation and support, which includes the important role of managing the Public-Private Partnership Facilitation Fund. This fund provides significant financial support for PPP projects, including funding of feasibility studies, procurement, and other pre-implementation activities.
