Core Functions

The PPP Act, Cap 103 (R, E. 2018) established the Public Private Partnership Centre (PPPC), and its mandate is provided in section 4 (4) of the Act. Similarly, the key functions of the PPPC are provided under section 5 (1) of the Act. These functions include:

  1. Mobilize resources for project development and Government support to public-private partnership projects;
  2. Develop a mechanism to ensure that all ministries, Government departments and agencies and local government authorities integrate public-private partnership into their sector strategies and plans;
  3. Develop operational guidelines for contracting authorities;
  4. Design and implement a fair, transparent, competitive and cost-effective procurement process;
  5. Deal with fiscal risk allocation and other financial matters of all public-private partnership projects;
  6. Advise contracting authorities on all matters relating to public-private partnership projects;
  7. Provide technical assistance to ministries, Government departments, agencies, local government authorities and the private sector in planning, managing and appraising public-private partnership projects;
  8. Examine requests for proposals to ensure conformity with the approved feasibility study;
  9. Monitor, review and evaluate the implementation of Public Private Partnership Facilitation Fund;
  10. Ensure relevance and adequacy of proposals submitted to it by contracting authorities;
  11. Monitor and evaluate the performance of the public-private partnership projects and prepare periodic performance reports;
  12. Design and implement programmes for public-private partnership capacity building to public and private sectors;
  13. Develop and implement programmes intended to promote public awareness of public-private partnership issues
  14. Undertake research on public-private partnership matters.
