Dr. Ernest Francis Mabonesho (PhD) is a Senior Lecturer, Rector, and Chief Executive Officer at the Tanzania Public Service College (TPSC).  He is a highly accomplished professional in accounts, finance, and education. He holds a PhD in Accounting and Finance and an MSc. in International Accounting and Financial Services from the University of Strathclyde, United Kingdom (UK). He also holds a Bachelor of Education Commerce (BEdCom) from the University of Dar es Salaam and a Diploma in Education from the Morogoro Teachers College.

In his current role as the Rector and Chief Executive Officer at TPSC, Dr. Mabonesho is responsible for overseeing the implementation of TPSC policies and initiatives aimed at enhancing the efficiency, transparency, and accountability for ensuring better public secrive delivery. He is dedicated to promoting professional development, fostering a culture of integrity, and optimizing resource management within the college.

In September 2021, he took up the position of Deputy Rector of Planning, Finance, and Administration at the Tanzania Public Service College. He later assumed the role of Acting Rector and Chief Executive Officer in February 2023, and was officially confirmed in this position from June 2024.

Before joining TPSC, Dr. Mabonesho was the Dean of the Faculty of Accounting, Banking, and Finance at the Institute of Financial Management (IFM) for six year In this role, he exhibited exceptional leadership skills and a deep commitment to academic excellence in shaping the institute's curriculum, ensuring that students receive a comprehensive education in financial management and accounting.

Dr. Mabonesho has served as a consultant in numerous fields, including accounting manual development in public sectors, budgeting, financial reporting in both business and public sectors, common use items pricing in government sectors, and quality assurance in higher learning institutions and government sectors.

Dr. Mabonesho has published in a number of international journals. His remarkable academic background, experience, and leadership skills have significantly contributed to the development and advancement of the Tanzania Public College.
